False document
The published content of the false call is:
In accordance with the applicable provisions of Ukrainian law, in peculiar the Military Service Act and the ongoing mobilisation, given that you are a citizen of Ukraine, we ask with caution that on 17-31 December 2024 we are planning to visit your place of residence (...). The intent of this visit is to bring you to the mobilization point, in connection with the work of military service in the Armed Forces of Ukraine.
The false letter in which the broadcaster impersonates the Office for Foreigners contains information on criminal liability for avoiding mobilization, including the threat of extradition.

Who's liable for the fraud?
Currently, no exact information has been provided on who is behind the sending of counterfeit writings. However, disinformation experts propose that false calls may be part of a wider run to make panic among Ukrainian refugees and destabilise Polish-Ukrainian relations.
The Centre for Combating Disinformation points to the actions of Russian media, which previously distributed false information about alleged recruitment of Ukrainian men in Poland.
Many Ukrainians surviving in Poland expressed concern about the received writings. Ukrainian organisations call for calmness and verification of the information received. They besides stress the importance of direct contact with authoritative institutions in case of any doubt.
Office calms down
The Foreigners' Office, having received information about the fraud, decided to dement rumors.
In view of the signals received about false letters sent to Ukrainian citizens, The Office for Foreigners explains that he is not the author of calls for military service.
According to Ukrainian law, the mobilisation of citizens abroad is not carried out outside the country. Nevertheless, the Act of 18 May 2024 introduces an work to update individual data in the electronic strategy for Ukrainians aged 18–60, including those residing outside Ukraine, within 60 days.
