Ukraine politically and energetically .... it must be understood with the heart, not with the head ... (at least present – June 21)

Ukraine, Kiev, June 2019. Hot (36 C), even warmer than in Warsaw (which is already known to be climatic in the subtropical zone), only little air conditioning and much more hilly city center. It is essential to prepare for an immediate collapse later and busy crossing kilometers up and down, or utilizing means of transport (in which notabene Kiev journalists and scientists have just done research) – metro +33 C, buses and router (small bus) up to plus 45 C, taxi (in 85 % without air conditioning) – depending on whether there is an open window and whether it is driving (then 34 C) or standing in traffic (and almost always standing) – according to Tom Tom's last ranking, Kiev got 13th place in the planet in the most congested cities, and that is what I find offensive, due to the fact that for me it could truly be in the top 5 at least. Even more hot in politics and energy... and here you can truly pour yourself a different cold and hot sweat.

Politically, Ukraine is undergoing a feverish period of change of power, i.e. the complete exchange of elites at the highest political and economical positions (in Ukraine, the average thing that is said on the street and even in journalism programs is the connection and control of certain companies or full segments of the marketplace by oligarchs or political parties, or actually even the full mixed together, but it is not amazing in the modern world). So fresh people appear in the positions of heads of regional administration (President Ziełenski has just nominated 12 new, alternatively dedicated people), goes the resignation of the lawyer General and subsequent changes. Ukraine is besides preparing for the election... but it's a small circumstantial in Ukrainian. Theoretically, the elections were to be in September, but the fresh president taking advantage of a large wave of popularity (he won 75% to 25 %), wants parliamentary elections as shortly as possible and forward with the recently formed organization of the “ Servant of the Nation” (or, unfortunately, there is no parliamentary backdrop and fears that, with time, there could be erosion of assurance in him, due to the fact that he was to be completely different from another Presidents – and here, unfortunately, regular duties and problems). "The Servant of the Nation" – reminiscent of this name of the sitko in which Zieleński played the president (i.e. the anticipation of himself and now it is not known what is fiction, fact and what the projection of the future) inactive has evidence support of about 50% in the polls. Zieński dissolved the parliament immediately after taking the presidential oath, but he did it not necessarily full constitutionally (deputies had previously done a circumstantial trick with the dissolution of the coalition and the necessity to form a fresh government, which, according to the laws, does not give the anticipation of a solution, etc. ... fewer people get caught at all). The president referred to the will of the people (as a servant of the nation), but de facto dissolved Parliament - the Faithful Council, unconstitutionally and now there is simply a complaint in the respective Constitutional Court. What happens if the Council could not be dissolved? No 1 knows at all – and even so virtually responds to this question, due to the fact that as he says, the trial has already begun and all candidates for rape registry in queues. Thus, the elections are to be on 21 July on the basis of a decision which is very likely unconstitutional, but even as it will be, there will be elections, due to the fact that preparations have already begun and everyone is starting (although at the end, any will most likely challenge these elections as unconstitutional and no substance what the announcement). In addition, there is besides a improvement of the electoral strategy (it is besides interesting – the president has dissolved Vierchowa Rade, but she has yet to work for a while and to vote on any laws, which is simply a bit hard due to the fact that there are many opponents of the current president (in the end most of them had a hard-boiled coalition around the Petro Poroshenko block) and deputies do not necessarily want to vote according to fresh indications (of course there are those who already want and have found out). However, most do not come to work and there is no regular quorum for laws. And the fresh election law itself is interesting due to the fact that it brings an effort to decision to elections full proportional with closed (invisible) lists of candidates (votes for a party, not for people – even the voters may not see on the lists) and lowers the threshold of entry to parliament from 3 to 5 %. It is of course an thought towards the “Service of the Nation” and the usage of the maximum momentary evidence popularity – a vote on the sign (to win the absolute majority) and the dispersal of the opposition as a mediocre 1 (these 3%, and parties or ideas for parties in Ukraine are without number), and even the abolition of the rule that the winner in a given territory with a majority of votes is to enter parliament, due to the fact that the rule of proportionality throughout the country will prevail. The fight for the bill continues, 4000 (so 4 thousand!) amendments were tabled, deputies discussed (those who are just in the Hall) and further constitutional-legal confusion is underway.

As you can see, the turnout was not very awesome – 11 Members voted, with 6 abstentions. The amendment did not pass due to besides small attendance. The series was repeated present with amendments from 970 to 1200 (about). The balcony for journalists was for the beginning of 18 and then 21 people, in the Hall first 21 deputies and then the number fell to 17. The media is on top, as you can see.

As we get utilized to politics, we don't get tense about energy at all and start to realize it fully. The liberalised energy marketplace (wholesale trade – 1 July) enters into force in Ukraine. Let us skip specified details that there are no implementing acts, there is no clearing – safety and payments of marketplace participants, or that the central systems (the applicable WIRE, SOWE) do not respond automatically (only present the graphics can be submitted by hand), and there is uncertainty whether there is any efficient central strategy for balancing trade, or only after large efforts does not work only the syntax of the xml notification (specialists evidently realize complications and fears about how the marketplace will work) ... It says 21.06 but it is inactive unknown if the marketplace will move, due to the fact that there is besides a proposal by the Energy Committee to postpone the start by 3 months (but the deputies cannot assemble and pass it), or a proposal by the fresh president to postpone the start of the marketplace by a year (the more there are no deputies) – due to the fact that as you can see there is no 1 to pass it, due to the fact that everyone is either looking for a business to hire or standing in these queues to sign up for voting lists, possibly organizing fresh parties. There are besides fresh auctions on the Ukrainian quasi stock exchange (this is about energy from the cheapest atomic power plants), but the dates of these auctions are inactive slipping (this is to be next week), and in case the amount of atomic energy on the free marketplace has been reduced (90 % is going at a fixed price for now – something a la erstwhile forgotten in us a hybrid free marketplace with a regulated one). The full forecast is highly interesting, because, as you can see, there is usually an explosive combination of politics and energy, and if this causes stagnation and the death of the free marketplace in Poland, then in Ukraine could origin an detonation (but besides a fatal accident). Sensational cost – 8 hryvnia present – which gives an chance for an equivalent of 1 PLN to travel far across the city. Of course, it must besides be magical – tokens to the subway (photo on the left) are sold either in the device (but this 1 accepts only a 10 hryvnia banknote) or in the cash register, but here, the cashier ladies apply the strict regulation of “one man – 1 token” – so in order to buy 2 as in the picture, I had to show a friend I was with. But of course there are already multi-pass cards and even the anticipation to pay with average payment cards – which besides shows that possibly at the end, the heart will lose to reason and both in politics and energy, possibly in Ukraine will be normal.
