Contrary to EU expectations, especially Polish farmers, Ukraine has negotiated fresh agricultural trade conditions with the EU. Despite the end of preferential conditions from the years 2022 to 2025, export limits were increased for most agricultural products, compared to the rules before 2022. What does that mean?
Ukraine has won further economical privileges in the EU. Deputy Minister of Economy and Agriculture of Ukraine, Taras Duck, reported on his profile details of the fresh FTA between Ukraine and the European Union, which has just been negotiated. The agreement has been in force since yesterday, June 5, 2025, after the expiry of the alleged autonomous trade measures (ATM), introduced after Russia's invasion of Ukraine in 2022.
"Now, officially and numerically, we have agreed with the EU to renew the free trade agreement, which allows us to keep the volumes achieved during the period of autonomous trade preferences" – wrote Duck on Facebook. According to him, from now on Ukraine is returning to commercial conditions before 2021, with any exceptions. Of the 40 export tariffs, 5 were completely liberalised and, in the case of 4 more, restrictions were relaxed.
Limits for Ukrainian exports of a number of products were importantly increased compared to 2021. For example, the honey limit was increased by 583.3%, sugar by 500%, processed starch by 500%, barley groats and another cereals processed by 435.8%, bran and cereal residues by 386%.
According to Duck, 21 out of 34 quotas achieved higher values than the maximum export volumes during the application of erstwhile preferences. In the following 3 cases, export levels were exceeded even from 2024. For the six quotas there are lower limits than in 2024, but their plan allows to keep the existing volume. Only 3 cases reported declines, however, were minimal.
Another review of trade conditions between Ukraine and the European Union is planned for 2028.

Ukraine will proceed to be able to sale its products within the European Union without gathering the stringent requirements that local producers must meet, making their products more expensive.
