Donald Tusk on 28 August 2026 at Campus Polska in Olsztyn admitted that by the end of the word of office of Karol Nawrocki he would not be able to legally establish partnerships. The president vetoed 2 laws in July creating the position of the nearest person. The Prime Minister wants to look for solutions in local governments, although household law requires the work of the state.
Veto shut down the bill
Donald Tusk said in Olsztyn that the ruling coalition had gone on the position of the closest individual to a far-reaching compromise. He recalled that even Roman Gierty voted for the project. The Prime Minister besides admitted that the President's decision was a surprise to him, but announced that he would not retreat from the political goal.
However, the real arrangement of forces is clear. Karol Nawrocki holds office until 2030, and the coalition has no majority in the Sejm capable of rejecting the presidential veto. Tusk put it briefly: this obstacle the current ruling camp will not jump. This means that another bill reproducing solutions to veto projects would meet the same decision of the Presidential Palace.
Official message by the President's Chancellery confirms that Karol Nawrocki refused to sign the Act of 29 May 2026 on the position of the closest individual in the relation and the joint life agreement and its implementing provisions. These were 2 separate acts.
The dispute concerns the construction of household law
The president argued that the bill went beyond method facilitations concerning medical information, representing a loved 1 or authoritative matters. In his opinion, she created a formalized institution of household law with rights akin to marriage, but without a complete catalogue of marital duties.
The task provided for the registration of the contract by the State. He included property, tax, inheritance, social and pension matters. According to the President's Chancellery, its implementation required amendments to 238 laws. This figure shows well that it was not a simple package of power of attorney, but an extended redevelopment of many branches of the law.

An effort to circumvent the presidential veto by resolutions of local governments would be a political spectacle without appropriate authority. If the government wants to solve circumstantial problems, it should present a narrower project: access to information, power of attorney, representation in offices. It must respect the constitutional rank of matrimony and clearly describe the financial implications.
The case besides shows how hard Karol Nawrocki changes the applicable model of the presidency. He's not a government notary. He uses veto rights in accordance with his own mandate and run announcements. Family sustainability and the seriousness of the state are at stake
Poles request stable, readable and resolving real problems. This is not served by pushing under a milder name a task that changes hundreds of laws and creates a structure akin to marriage. Nor does it service to shift the dispute to self-government.
Nawrock's veto set a clear line. The state may make it easier for people to handle the affairs of loved ones, but it should defend matrimony as a basis for the household and continuity of the nation. If the government wants to get back to the conversation, it must present an honest, precise project, not search a side way around the president's decision.
