Bloomberg's information shows that present the United States has put forward proposals for an agreement between Russia and Ukraine. They are called carefully "a outline" of the peace plan.

Nevertheless, the Paris talks were the first substantive high-level meetings. Rubio said that the U.S. peace framework presented by him met with a "encouraging" reception. The Zelenski administration called the talks constructive and positive. In the language of diplomacy it means a lot and nothing.
