Today, the legislature Pact will be publically signed, and Wyborcza paper published the content of the agreement already contained in it (as quoted below).

Government Movement YES! He is not a organization to Poland, but he participates in the “Pakt” and Senator Zygmunt Frankiewicz (KO club in the Senate) representing him will be the head of the Organizational squad of the Pact.

The "Pact" will issue candidates, as it appears from the content, by registering an election committee. They will – from the point of view of the electoral code and the PR – be candidates for the "Pact" alternatively than the parties forming it, which is simply a change in relation to the findings and practices of 2019.

However, as in 2019, the essence of the agreement is inactive the ‘parity’ of the division of constituency between parties to the agreement. The final decision to issue candidatures shall be made centrally by consensus agreement between the 4 parties, each of which, as is expected to be, has the right of an effective veto.

The recommendations may be made by parties-party, another parties that cooperate with them and social organisations. So, for example, Polish citizens can too. However, the agreement indicates that the right way is to contact the right party-side. The 1 the ‘parity’ of which will be awarded by the applicable district. So, for example, in my case, it would be the right way to study to KO – if it were to its Warsaw districts, as it was in 2019.

The decision on the candidature requires ‘ratification’ by 4 parties in accordance with their statutes.

The political essence of the agreement is its paragraph 6. It obliges the parties not to issue candidates outside the ‘Pact’.

I so feel obliged to inform you that:

  1. I tried to inform the management of the PO about the intention of moving – as it turns out, according to the envisaged ‘Pact’ nomenclature. Of course, accepting the request to issue common candidatures besides in Warsaw districts, where this necessity is not so harsh due to the size of the opposition's advantage. However, these attempts have been unsuccessful for many months. There was no gathering and there was no evidence that KO had taken any notice.
  2. Neither before nor now do I see the anticipation of agreeing on candidatures – especially erstwhile they must, of course, be shared, and the voters of the opposition will have nothing but vote for them – with the leadership of any organization without voters and public opinion. My possible talks about moving may only concern the transparent and democratic process of selecting the candidacy best for voters of the democratic opposition. Preferably 1 in which voters participate while maintaining their right to choose. In particular, I will not find with Marcin Kierwiński whether a better candidate would be, for example, Kazimierz Ujazdowski or me.
  3. The problem in the legislature elections is not people of my kind, but alternatively people that competed, for example, in Koszalin, almost failing opposition in another district, or in Kielce, where we lost in turn and where it would be very hard to win, and all chances of moving from many another backgrounds. From the point of view of a clean strategy, the pact must be absolutely open to all these environments and individuals, must simply effort to embrace them. It is so not crucial that the agreement concluded in Warsaw between 4 parties and a 100 agreements in 1 100 constituencies concluded between all curious parties is not important. Only then the couples. The 6th agreement will fulfil its task.

AGREEMENT INCLUDED ON 28 FEBRUARY 2023

1. CITIZEN COAL – represented by PLATFORM OF CITIZEN REPUBLIC of Poland on behalf of which the Secretary-General Marcin Kierwiński acts,

4. POLAND 2050 infirmary SHAME – represented by Jack Burego, Polish Senator 2050 Simon Holown,

on the creation of a joint PAKTU SENACKI 2023 in the elections to the legislature of Poland in 2023.

The parties to the Agreement declare close cooperation on the agreement and conduct of the electoral run to the Polish legislature in 2023 in order to increase the number of representatives of the democratic opposition in the Polish Senate.

In appreciation of the function of local governments in the process of restoring democratic principles and the regulation of law in Poland, the parties declare cooperation with local governments, including the Local Government Movement “Yes for Poland” – inter alia, in order to implement the agreement on six local demands signed jointly on 25 May 2022 by the parties to this Agreement.

Today, all democratic forces on the opposition side request to agree to conduct a process of restoring assurance in state institutions, effectively combating the economical crisis and strengthening self-government.

In knowing the importance of these challenges, the Parties agree on the following:

§1

In each constituency to the legislature of the Republic of Poland they will exhibit 1 joint candidate or candidate for Senator of the Republic of Poland agreed by the parties. Candidates or candidates will have exclusive right to usage the agreed logo „Senacki Pact 2023′′.

Candidates and candidates may be recommended by parties which are parties to this Agreement, local government movements, political parties cooperating with the Parties to the Agreement and social organisations.

The decisions to notify the candidate or candidate to the Parties to the Agreement shall be taken within the framework of the agreed allocation parities of the constituencies of each organization to the Agreement.

§2

In order to implement this Agreement and conduct an electoral run to the legislature of the Republic of Poland, the Parties to the Agreement shall establish an Organizational squad composed of the recommended representatives of the organization of the Parties to this Agreement and a typical of the Local Government Movement – Senator Zygmunt Frankiewicz, who will lead the team.

§3

The Organizing squad shall work on the basis of rules agreed by the Parties. The Parties to this Agreement shall have the right to make changes to their representatives in the Organisational squad and shall inform all Parties to the Agreement.

§4

All decisions of the Organisational Group shall be binding on the parties to the Agreement and shall be decided by consensus. In the case of disputed cases, decisions shall be taken by organization Chairs of the Parties to this Agreement.

The main tasks of the squad are:

1. Preparation of rules and division of electoral districts into the legislature of the Republic of Poland into individual parties to this Agreement.

2. Preparation of proposals for candidates for Senators of the Republic of Poland in each constituency to the legislature of the Republic of Poland and making possible corrections.

3. Preparation of the concept of conducting an electoral campaign, including: organizational, financial, media policy, advertising materials projects along with an approved logo.

4. All another tasks related to the implementation of this Agreement.

§5

The final acceptance of the list of candidates and candidates under the legislature Pact 2023 and the rules for taking part in the elections will take place by decisions in accordance with the statutes of the organization of the Parties to this Agreement within a time limit agreed by the Organizational Team.

§6

The Parties to the Agreement undertake not to issue or endorse another candidates or candidates than agreed under this Agreement and, in the event of the take-off of another candidates or candidates outside the legislature Pact 2023, to act in accordance with the statutes of the parties which are parties to this Agreement.

§7

Changing the content of the Agreement requires written form and acceptance of all parties to the Agreement.

§8

The Agreement shall enter into force on the date of signature.
