Time to retaliate, which is how to respond to Russian sabotage and diversion

A country which, after each act of sabotage, stops the contractor, repairs the harm and strengthens the protection of the next facility, can win police and at the same time lose strategically. The opponent inactive retains the initiative: he chooses time, place and method of action, and after losing 1 intermediary he can find another. Therefore, in the Western debate on the Russian hybrid war, the question which has been avoided over the years is increasingly repeated: does an effective fight against diversion require not only resilience and defence, but besides retaliation? Not revenge or the mechanical "eye for an eye" principle, but a strategy in which the decision to carry out an operation increases the cost borne by its actual organiser.
