EU Ambassadors agreed to a fresh compromise on the extension of trade measures (ATM) to Ukraine, ensuring a balanced approach between support for Ukraine and the protection of EU agricultural markets, as stated in Service X. "This compromise will now be presented in the Euro-Parliament with a view to reaching an agreement quickly.

In the present draft regulation, the mention period was to cover the last 2 years erstwhile a large import of products from Ukraine occurred after the outbreak of the war.

Half of 2021 was added to the mention period, which was not accepted by all countries. Poland and France, supported by Europarlament, demanded that account be taken of the year 2021, which had previously been subject to restrictions. According to the Polish Radio, in addition to Poland and France, Austria, Croatia, Ireland, Greece, Romania, Slovakia, Hungary and Italy voted in favour of joining the mention period of 2021. Only Germany, supported by 3 Baltic countries, Finland, Sweden, the Netherlands, Luxembourg and Portugal, were against this.

Unfortunately, it was besides not possible to introduce additional products which the Polish side sought.

Wheat and barley have not been included in the list of articles from the AU which will be subject to quantitative restrictions. The list already includes sugar, eggs, poultry (the EC proposal) and, after the EP amendment (A. Halicki) besides groats, corn and honey.
