There is no quality control strategy in Poland that would increase the quality of patient service. Why? For a very simple reason. If the wellness minister and his nominated head of the NFZ are the only and the main supplier of wellness services across the country with public money, they have no interest in anyone controlling the quality of what they provide.
The government will only be able to play a control function erstwhile there are many awarding entities. And erstwhile they're not going to be government denominations directly, so erstwhile we have a strategy of decentralised insurance funds.
Then the government will be able to begin on behalf of voters to care for quality and to make demands. He will be able to say – you run a wellness insurance fund, you are expected to supply wellness services in good quality and in good time, due to the fact that it will be controlled and assessed!
Today, the only effective social component of quality control is erstwhile individual dies in tragic circumstances and takes care of the prosecution! And it is only then that we learn that there have been various kinds of irregularities for years.
What we have right now and the heart of this system, that is, the valuation of benefits, is pure socialism. No rational valuation can be made if no component of competition works. The method of administrative cost assessment was utilized in the PRL. This is why the Polish economy went bankrupt, due to the fact that this method cannot work.
This strategy must be marketed! Our proposal is to make a public strategy in which people are insured on the basis of money, which are presently being brought into this strategy and which will stay there. If anyone wants to stay at NFZ, they can stay there! Our proposal is very liable and assumes an evolutionary change, not revolutionary.
