The Russian military will rebuild sooner or later?

Estonia's defence minister Hanno Pevkur warned that the war that has been going on for more than 9 months did not importantly weaken Russia's military potential, and its armed forces will be rebuilt "rather than later" and will scope a level before aggression against Ukraine or even overtake it.
