The extended manufacturer's work strategy (ROP) for textiles is getting closer. The Ministry of Climate and Environment is working on solutions to implement the ROP rules on textiles into Polish EU law. The hotel has already completed its work on the impact assessment and, as announced, in the 3rd 4th of 2026 wants to mention the bill to public consultation, interministerial arrangements and opinions.
– We are initially affirmative about the direction proposed by the Ministry of Change. In talks with entrepreneurs, we pay peculiar attention to 3 issues: a multi-operator strategy model, differentiated rates depending on the characteristics of the product and maintaining the ability of social organisations to conduct textile collections. The anticipation of respective maker work organisations can foster competition, cost-effectiveness and the search for best solutions for the collection and management of textiles, says Piotr Mazurek, Deputy manager of the Energy Department and GOZ Confederation Leviathan.

This is simply a peculiarly crucial component of the strategy for entrepreneurs. Properly designed ecomodulation can be a real incentive to plan more durable, repairable and reusable products. The rules for differentiation of fees should, however, be clear, measurable and applicable in practice by textiles companies on the market.
Social organisations will inactive be able to collect textiles
The Confederacy of Leviathan besides welcomes the announcement that the function of social organisations will not change, which will proceed to be able to carry out textile collections.
This is crucial in terms of the usage of existing infrastructure and experience of organisations that are already in charge of collecting utilized clothing and another textiles. The fresh strategy should not unnecessarily dispel existing solutions, but alternatively supplement them and make them.
In practice, this means the anticipation of utilizing different collection channels and greater availability of places where residents will be able to transmit textiles.
Risk of fresh obligations for trade and sales platforms
The announced work to collect textiles in shops with an area of more than 100 m2, in chains of shops with a full area of more than 1000 m2 and through trading platforms can importantly increase the costs and organisational burden of entrepreneurs. Companies may be required to separate places for collection, provision of appropriate containers and back-up facilities, reception organisation, records and quality and safety control of collected items. Without a precise definition of the allocation of responsibilities and financing rules, fresh tasks may lead to the transfer to trade of ROP costs, additional local and logistical investment and disproportionate burdens, peculiarly for franchisees and smaller network operators.
The task details will be important
At this stage, however, the direction of the planned changes is primarily known. The detailed arrangements contained in the draft law, in peculiar regarding the scope of maker obligations, the method of calculating and eco-modulating fees, the rules of operation of maker organisations and the financing of individual elements of the scheme, will be key.
The Ministry of Climate and Environment reported that the impact assessment prepared by the Ministry had already been accepted by the Ministry's management and the proposal was forwarded to the government's work programming team. According to the adopted timetable, the task is to be submitted in the 3rd 4th of 2026 for public consultation, interministerial arrangements and opinions. This is the first time entrepreneurs will be able to measure the full form of the proposed system.
Leviathan will participate in the consultation
– We'll keep an eye on the bill. After the task is officially referred to for public consultation, we will examine the proposed solutions together with curious entrepreneurs. We will submit proposals for changes taking into account the applicable circumstances of the business. shortly we will organize a gathering devoted to planned duties – who they will cover, how to prepare for them and how to adapt in practice textile management in the company. What needs to be stressed, the ROP for textiles will cover not only clothing manufacturers, but besides footwear, blankets, sheets, curtains and another textile interior fittings. For many companies this means completely fresh organisational, reporting and financial responsibilities. It is worth preparing for it in advance," adds Piotr Mazurek.
