27 September 2022 on Russian portals and social media, including Telegram, vContacte and Twittera photograph of the electoral packages concerning the alleged referendum on the annexation of the Lviv Oblast to the Republic has appeared. These packages were sealed and sealed with the marking of the Polish State Election Commission. The publication time of the fabricated materials is not accidental, as it coincides with the end of the pseudo-references carried out by Russia in occupied circuits: Donetsk, Lugansk, Khersonsk and Zaporosk.

More about our evaluation system:Dementi of the State Election Commission
We have asked the State Election Commission to respond to the images of Russian material in e-mail. The answer reads:
In replying to the email dated 28 September 2022, we emphasise that any preparations for the alleged referendum, including the preparation, printing or sending of ballot cards by the State Election Commission, are incorrect.
At the same time, we explain that the State Election Commission does not usage and never usage seals and seals appearing in photographsand these photos are not photos from the State Election Commission.
Quality of Russian counterfeits
PKW stressed that both the stamp and the seal disagree from the officially utilized formula. So let's take a closer look at the quality of the Russian counterfeit.
Stamp
The first conspicuous inaccuracy is the model of the PKW seal. In the Russian version, the seal is red, the description of the State Election Commission around the emblem is repeated twice, and at the bottom there is an abbreviation of the Polish Republic. In the first version, the seal is black, the description occurs once, the emblem has an additional collar and the abbreviation RP does not appear.

It is highly probable that the Russians modeled not on the PKW seal, but on the stamp from the electoral packages prepared for the 2020 alleged "envelope elections", which were organised not by the State Election Commission, but by the Polish Post Office. Example Package 1 of the candidates for president of Poland, Stanisław Żółtek, made available on his Facebook account. In addition to the surrounding description, the emblem pattern and the abbreviation of the Polish Republic are consistent with the Russian counterfeit.

Seal
The false seal includes the inscription State Election Commission, while the first PKW seal, which is sealed with ballot boxes or consignments, is described as “POMBLE OF ELECTION” and bears an individual code circumstantial to the circumstantial seal.

Question content in referendum
An interesting nuance, which may wonder in the Lviv ballot card, is the specified formulation of a question, which is simply a calculus of questions addressed to Ukrainian citizens during current, façade referendums conducted in occupied territories by Russia.
The following summary shows the referendal questions from the Kherson and Zaporoski Oblast and the false package from the Lviv Oblast. In all 3 cases, the question starts with the form “Vy for vykhid...” You guys follow the exit...). These are grammatically correct forms in Ukrainian, but they are informal and are not utilized in authoritative documents.

On the Ukrainian electoral cards, as in Polish, formal questions begin with a partition “Is“: “Чи згодні Ви” (Chy zhodni Vy). The following are examples from the 1991 referendum on the declaration of independency of Ukraine and the 2000 referendum on the improvement of the political system, where referenda questions were formulated in this way.

Summary
The State Electoral Commission has argued that it has anything to do with the photograph of alleged referendum packages made available in Russian media. The differences in seals and seals clearly indicate that the electoral sheets have been fabricated.
In Polish politics, there is no subject of the accession of western Ukraine to Poland. Russian sources They mention only to Konrad Rękas, Vice-Chairman of the Prokremlin organization Change, whose chairman, Mateusz Piskorski, is accused of spying for Russia, and his trial is pending before the Warsaw court.
