We all remember “Security cooperation agreements between the Republic of Poland and Ukraine” of 8 July 2024. The agreement, which contains provisions concerning the crucial financial burden on the Polish State towards Ukraine, shows for example:
— Part III, point (7) of the Agreement, which states that ‘in 2024 Poland will supply further packages of military aid of crucial value and will proceed to supply strong support within a decade‘
— Part III, point 8 of the Agreement under which ‘Poland will proceed its military assistance to Ukraine as long as necessary, giving precedence to actions aimed at strengthening combat capabilities Ukraine in all areasIt’s okay. ”
• And even though the government with Prime Minister Donald Tuski at the head of the committee promised that the paper is NOT global AGREEMENT, but a "ordinary" agreement, we are undoubtedly faced with an global commitment that will burden the state budget for many years. The agreement “is valid for 10 years from the date of its signatureIt’s okay. ” The memory of voters is frequently fleeting, so it is worth recalling that many politicians and experts after announcing the content of the Agreement, pointed out that this Agreement of 8 July 2024 was nothing but an global agreement and before signing this kind of paper NEEDED there was an earlier debate in the Polish Parliament and the Act on which Polish Members should vote. However, the Polish side signed the paper “outside control” of the Polish parliament, “circulating” the Constitution.
• In order to find the truth, whether this agreement is global AGREEMENT or not, I addressed Dr. Ryszard Piotrowski from the Faculty of Law and Administration of the University of Warsaw for a written opinion on this subject. The question was, did the Prime Minister and his entourage bypass or break the constitution, breaking the law or not? After a fewer weeks, I received a legal opinion that leaves no illusions.

– provisions corresponding to their meaning Content of the global agreement (which should be preceded by the Act),
– and provisions, which only confirms the intentions or summarises the existing state of relations between the parties.
What does this mean for Poles? The deficiency of prior ratification of the paper (in this case the Agreement of 8 July 2024) by the Sejm, which, by reason of its content, is part of the global AGREEMENT, can in fact only function as a POLITICAL DECLARATION. This means that for this reason The agreement MAY NOT constitute the legal basis for the action of public authorities in a democratic legal state. It is only a manifestation that the current power, alternatively as a consequence of political sympathy, its own interests, agreements and puzzles with Ukraine, has committed itself in the Polish name for 10 years, among another things, to supply further packages of military aid of considerable value to Ukraine – that is, to a abroad state. Dangerous? Dangerous!
But power doesn't bother you. Azimut was elected to the east and the Polish government towards its own countrymen is doing a "legal fiction" to make the... Kiev. It's not normal. It is crucial in this situation that we, Poles, remember that the Agreement CAN NOT be the basis of the functioning of public authorities, and if it is implemented... This is on the basis of a circumstantial POLITICAL VOIL, and the validity and effectiveness of actions taken straight under the Agreement may be challenged in the future.
