8 March European Union announced 5th package of sanctions against Russia. The transport section states the following prohibition and its exceptions:

Summary

It is not actual that Dutch ports have broken out of EU sanctions prohibiting the operation of Russian ships. EU government entered into force in all Dutch ports on 17 April at midnight. The exceptions to the Russian ships are clearly specified in the EU regulation. In addition, the Kingdom of the Netherlands undertook not to let Russian ships which changed their flag after 24 February.

Prime Minister Mark Rutte did not propose that the Kingdom of the Netherlands would not impose sanctions on the non-letting of Russian ships into its ports. It referred only to the inability to immediately abolish imports of gas and oil from Russia.
