Negotiations in Washington on the Minerals Agreement took place between Ukrainian and US delegations in an atmosphere of ‘antagonism’ and the prospects for a breakthrough are weak, says Reuters, citing an anonymous origin acquainted with the situation.
The Deputy Prime Minister of Ukraine for European and Euro-Atlantic integration and Minister of Justice Olha Stefanyszyn confirmed on Thursday that there will be consultations in the United States on a draft agreement between Washington and Kiev on mineral resources on Friday. The Ukrainian weekly “Zerkalo Nedeli” later stated that the Ukrainian delegation going to talks with the US on an underground mineral resource agreement received guidance from Volodymyr Zelenski, including equal distribution of contributions and occupation creation for Ukrainians.
An unnamed US Treasury Department authoritative confirmed to Reuters that the talks were held on Friday, adding that they were of a method nature. At the same time, the unnamed origin told the agency that the tensions in the talks were mainly due to the latest version of the agreement proposed by Washington, which was "wider than the first version" of the document.
In this antagonistic atmosphere, the position on the breakthrough in the talks was small,” said the source.
"The negotiating atmosphere is very antagonistic," said the source, pointing to the "maximum" version of the agreement proposed by US president Donald Trump's administration in March.
At the same time, as the origin stated, the US contract papers requested that the US government's global improvement Finance corp take control of the gas pipeline that runs across Ukraine to Europe, from Russian Gazprom.
The origin besides said that the Ukrainian government is cooperating with the German company Hogan Lovells as an external advisor to discuss the agreement.
In addition, Reuters, citing respective unnamed sources, reported that the Ukrainian Prime Minister and Finance Minister Denys Szmyhal and Serhiy Marczhenko will be arriving in Washington in 2 weeks' time to attend meetings of the global Monetary Fund and planet Bank, as well as a ministerial gathering dedicated to Ukraine on 25 April.
Previously, the fresh York Times newspaper, which took note of the fresh version of the draft agreement between the US and Ukraine on minerals, wrote that there was no mention in the papers of safety guarantees for Kiev.
