The improvement of lawmaking proposed by the Jagiellonian Club entered into force

Representatives of the Jagiellonian Club, Marta Wencewska and Piotr Trzewski, were in the Sejm last week at the presentation of a fresh strategy for public consultation. We have seen this tool and in practice, and we are convinced that it will shortly begin to make immense emotions. The opinion of citizens and citizens, but besides experts and experts, will be radically increased in the process of law-making.
What's changing? From now on:
- all laws will be mandatoryly consulted,
- any citizen will be able to measure the bill online and submit their comments,
- any fresh law shall pass through a professional assessment of its social and economical impact,
- Members gain crucial support in the creation of law,
- each amendment is now available online with a justification for each,
- opposition projects cannot be frozen in committees forever.
How did this happen?
We just did what we were called to do – we put our leg in the door, we utilized the window of opportunity, and through a coincidence of unexpected circumstances, we managed to bring about a systemic change that, under average conditions and without our initiative, politicians would surely not have carried out any option. In fact, the head of the Chancellery of the Sejm, Minister Jacek Cichocki, confirmed this, saying at the Tuesday meeting, that if it had not been for the commitment to improvement enshrined in the KPO and the alleged milestones of the European Commission, there would have been no change in this shape.
What was our function in this process?
1. In 2021, we formulated and proposed specified a improvement as part of the consultation of the first proposal for a National Reconstruction Plan.
2. The Government of the Law and Justice has taken our thought into account and adopted it in the final version of the Polish KPO.
3. The European Commission included it on the list of alleged milestones which Poland had to meet in order to receive European money. We besides took care of this commitment at a gathering with the Vice-Chair of the Commission on the regulation of law, which we organised this year.
4. After the election, in December 2023, we recalled this commitment by letter to Marshal Simon Holownia.
The 5th Chancellery of the Sejm prepared amendments to the Rules of Procedure and the fresh Sejm voted them out.
6. A full improvement of consultation and impact assessment in the Sejm came into force on 31 October with a strategy for the electronic evaluation of each fresh parliamentary project.
It is an crucial success for us, confirming that the method chosen by the Jagiellonian Club makes sense and can change Poland for the better in unfavourable circumstances.
