The “Location for Start” programme replaces the earlier “Safe 2 percent loan” and is simply a fresh government initiative to improve housing situation among young Poles. According to the first announcements, aid under this strategy is to be introduced in mid-2024. It is planned that financial support will depend on various factors specified as household size or income.
The Minister of improvement and Technology, Krzysztof Hetman, announced the plan to launch the "Location for Start" programme by mid-year, allocating PLN 500 million for this purpose. He stressed that the task would be subject to public consultation, open to discussion and broad discussion.
The fresh housing program "PARTMENT ON START" starts in the mediate of the year.
The Ministry estimates that 50,000 preferential loans will be granted this year.

How much can you make?
The income limits are as follows:
For a 1-person household: PLN 10 thousand,
For a 2-person household: PLN 18 thousand,
For a 3-person household: PLN 23 thousand,
For a 4-person household: 28 1000 PLN,
For a 5-person household: PLN 33 thousand.
What kind of credit do you have?
As regards the interest rate on credit, it will be adjusted to the number of persons in the household at the following rates:
1.5% for a single and double household,
1% for a three-man household,
0.5% for a four-man household,
0 percent for a five-man household.
Minister trusts people
The establishment of the strategy is that entitled persons may apply for any credit. The government undertakes to contribute to certain interest limits on this loan. Although the details of the mechanics are not yet full established, it appears that the debt will consist of 2 parts: the first with government interest subsidies and the second will have a standard interest rate on commercial terms.

It is worth noting that according to the Minister, the income of applicants will be verified on the basis of the last six months. It is crucial that no further income checks are foreseen after the debt is granted. The minister expressed assurance in the people, claiming that he did not presume that individual would effort to cheat the strategy after receiving the loan.
The Ministry estimates that in 2024, the Start-up surviving programme will let 50,000 loans to be granted. The task is planned for a two-year period, and the budget of PLN 500 million is allocated only for the current year.
