The FSB was against the Russian-Ukrainian prisoner exchange?

Russian president Vladimir Putin agreed to exchange prisoners of war, in which among others Mariupola's defence commanders and prokremlovsky oligarch Viktor Medwedczuk, despite the strong opposition of the national safety Service (FSB) – stated the paper "Washington Post", citing Ukrainian and American sources.
