There has been a dangerous incidental in the Gulf of Finland involving Estonian warships and civilian tanker under the flag of Gabon. The intent of the operation was to force the ship that was heading for the Russian port of Primorsk to enter the territorial waters of Estonia. There, as you can imagine, is called a stop.
