The deficiency of women in top positions is not a natural effect of marketplace processes, but a consequence of barriers. The Council of Ministers is working on solutions from the Women on Boards Directive. Quotas - will sex start to substance more than competences? It is simply a mistaken presumption that present promotions and nominations are decided only by qualifications. If that were the case, it would be hard to explain why women – who make up half of society, are increasingly better educated than men and accomplish comparable business results – stay so underrepresented at the highest levels of management.
