The Council of Ministers adopted a proposal to simplify tendering procedures

Regulations introduce voluntary certification to simplify documentation, reduce the number of certificates required and extend the usage of digital tools. The requirements so far have discouraged any companies from participating in proceedings.

The fresh rules are a fresh standard in the public procurement process and a further step in their professionalisation. We simplify procedures by giving contractors the chance to get a certificate, which will make participation in public tenders more friendly. This should encourage entrepreneurs to become more active in the public procurement market. More easy accessible public procurement markets will be felt not only by entrepreneurs but besides by the public sector – stressed Minister of improvement and Technology Krzysztof Paszyk.

Entrepreneurs will gain little bureaucracy and public administration effective purchasing tools. The hotel has been looking forward to implementing fresh regulations since mid-2025.

The tenderers will be able to get 2 types of certificates:

  • confirming that there are no grounds for exclusion from the procurement procedure,
  • confirming the ability to decently execute a public contract (e.g. experience, method and organisational resources).

The first will be possible to get any entrepreneur, and the second mainly construction companies.

Documents will be issued for 1 to 3 years at the request of a possible contractor by certifying and accredited by the Polish Accreditation Centre. Certificates can be found in a free database for usage in many tenders.

The amendments are intended to simplify the process of verifying and confirming the situation of economical operators applying for the performance of a public contract. In practice, this means replacing a number of papers (e.g. certificates from the taxation Office or ZUS or KRK) required at the phase of verification of contractors – reads the release.

The fresh approach fits into the broader State digitisation and modernisation strategywhose precedence is friendly administration and the improvement of an economy based on equal opportunities.
