Lithuania, Latvia and Estonia have been aware of the various threats posed by Russia since the beginning of independency and have tried to prevent them in all way. At the same time, modest opportunities (mainly economical ones) did not let adequate defence capacity to be built, so it was essential to focus on those areas where, alone or with allied support, effective deterrence elements could be built. These include territorial, anti-aircraft/anti-missile defence and appropriate military preparation, in peculiar its lower and higher command.
