Taking over the Constitutional Tribunal. What is far-fetched in it and how much?

The most "creative" point of the Tribunal's re-election looks like a vicious circle: the oldest justice can lead the Tribunal after the suspension of the President, but on the condition that he suspends him, which would require the right to preside over the Tribunal.
