According to the regulator's report, the president of the National Broadcasting and tv Council Maciej Świrski imposed 72 financial penalties last year with a full value of PLN 2.2 million. The biggest penalties fell on TVN, where within 4 fines this media group tiny paid a full of 747 1000 PLN.
The first punishment for TVN, which valued PLN 550 thousand, was imposed by Świrski for "proposing actions contrary to law, views and attitudes contrary to morality and social welfare, and containing content calling for hatred and discriminatory content, as well as a deficiency of respect for the spiritual beliefs of the recipients". According to KRRiT, these contents were included in the anti-paper and anti-clerical coverage “Bielmo. Franciscan” about St. John Paul II, which aired on TVN24.
Another punishment for TVN had to pay for vulgar content that appeared in the "Contact School" program, in which 1 of the leaders Krzysztof Daukszewicz said in May 2023 erstwhile he realized that he was joking about transgenders.
In September last year Maciej Świrski punished TVN with a fine of PLN 35 1000 for content that could hit the improvement of minors, and which were aired in protected time. Shortly after, in November, TVN received a punishment of PLN 142,8 1000 for the study "29 years of impunity. The Phenomenon of Father Tadeusz", treating the founder of Radio Maryja Fr Tadeusz Rydzyk.
TVP in liquidation
TVN is not the only tv to be punished by KRRiT's boss. In 2024 he imposed 7 penalties on TVP in liquidation, which together amount to PLN 82 thousand. He was besides punished with a fine of PLN 145,2 1000 liquidator of tv Daniel Gorgosz for failing to supply information, but the court overturned that penalty.
Penalties for TVP were imposed due to content harmful to minors, deficiency of required facilities for the disabled, exceeding the advertising limit and promoting alcohol. These are the most common offences among broadcasters

Świrski besides fined a full of 180 1000 PLN of MF Cash, which promoted alcohol consumption in the pay-per-view broadcast as well as sexual humiliation of another people. The punishment of PLN 100 1000 imposed on the Gromda Federation was in turn the consequence of the deficiency of notification to the list of audiovisual media services on demand. For the same reason, a private individual who provides services on YouTube was fined PLN 50,000. In fact, this punishment applies to a number of people who likewise utilized the net portal.
Next media...
Polsat is another on television, which Maciej Świrski punished for violations of the limit of published advertising, mislabelled self-promotion or vulgar content, possibly dangerous for minors. The full value of penalties imposed on Polsat is PLN 172 thousand.
In the context of Polsat, it is besides worth noting that companies associated with it were punished, specified as Polo tv (PLN 20 1000 punishment for mislabelling the graphic symbol); 4fun Dance (overshooting the advertising limit – PLN 10 thousand) or tv Spectrum (PLN 4 1000 for the same).
PLN 98 1000 was fined for Inforadio, the sender of TOK FM. (...) PLN 65 1000 is the sum of 3 penalties imposed on the tv Pulse (facilities for the disabled, besides early issue of content for adults). 6 fines for Business24 is simply a full of 20,4 1000 PLN (limit of advertisements, disabled people, alcohol). (...) 3 decisions concerning the Republic amount to PLN 29 1000 (alcohol, disabled). 3 decisions afraid Canal+ (PLN 13,2 1000 – advertising limit, disabled). Sender lobbying?
In 2023 the full sum of penalties, which was 69, amounted to PLN 2,075 800, and a year earlier, erstwhile the head of KRRiT was Witold Kołodziejski, only 25 penalties were imposed on only PLN 475 thousand.
This outrage is simply lobbying the broadcasting environment so that there is no discipline in this market, and consequently, to increase the financial impact
said Maciej Świrski.
Since the beginning of this year Maciej Świrski has already imposed 21 penalties on PLN 930 thousand. Of these, 98 fines, which amount to PLN 720 thousand, are connected with the violation of Article 47. Broadcasting Act, on non-reporting services to video on request to the list of KRRiT.
