Sweden is betting on full defense. Will this become a model for all of Europe?

The local network of civilian defence shelters and Sweden's conscription model are attracting global interest. More than two-thirds of Swedes fit in the shelters, and a decade ago, a year after Russia's annexation of Crimea, the government decided to start planning a "total defense" consisting of civilian and military defense.
