The Ministry of Transport (chin. 交通运输部) and the Ministry of Finance (chin. 财政部) published a joint paper entitled “Rules for the implementation of subsidies for urban fresh generation buses and renewal of power batteries” (chin. ”).
The nonsubjective is to stimulate this communication section towards green energy, as the actions carried out since 2015 do not deliver the expected results. The main obstacles are the advanced prices of buying electrical buses. By the end of 2023, the number of buses in China reached 682,500 vehicles, of which 554400 are buses of fresh energy (NEW, electrical or hybrid). That's 81.2% of their full number. However, according to the latest data, the percent of electrical buses in public transport falls. In 2020, they accounted for 60% of rolling stock powered by hybrid and electrical engines, now 30%. At the same time, the number of conventional fuel-driven ones is increasing. Therefore, both ministries offered 80000 RMB (approx. PLN 44130) subsidies to acquisition each electrical bus in public transport and 42000 RMB (approx. PLN 23168) to replace batteries/accumulators. It is in the opinion of the 2 authorities that this section of the automotive marketplace should decision towards an energy transition.
The ministry's assumptions proved correct. Already in the second week of August, the Shanghai authorities (24.9 million people) announced the plan that by 2027 they would turn all their public transport vehicles, including buses and taxis, into those powered by fresh energy (electric or hybrid). all year they intend to list 9-10% of all vehicles operating under the Shanghai public transport system. It's a full of 6,200 buses and 11,000 taxis. The plan besides includes the elimination of low emanation diesel-powered commercial vehicles. By 2027, a full of 50,000 vehicles of this kind will be upgraded or replaced.
