The fresh Clean Transport region (SCT) task in Warsaw, after consultation and additional analyses, will be extended to a much larger area than originally planned. In addition, solutions will be introduced to meet the needs of different groups of residents, specified as seniors and those who pay taxes within the zone.

The preliminary draft was presented at the end of January, and a three-month public consultation brought over 3000 comments and proposals. On the basis of the comments made and additional analyses, the fresh SCT proposal aims to take account of the needs of residents and to introduce reliefs, especially for elder citizens. The residents of the region will have 4 years to adapt to the fresh requirements.

The SCT task will be presented to the Council of Warsaw, which will take final decisions on its form and deadlines. The area of the region has been importantly expanded, covering the full districts of Downtown, Żoliborz, Prague North, almost all of Volunteer and Prague South, most of Mokotov and half of Wola area.

The decisions on the SCT aim to improve air quality and the fresh proposals take into account the voices of residents, both those curious in air wellness and quality, and those who may have difficulties in complying with the fresh rules. Drivers' cars over the age of 70 and historical vehicles will be covered by an unlimited exception.

The most crucial assumptions in the SCT Project

Taking into account the opinions gathered during the public consultation and analysis of the experts, the Warsaw authorities decided to grow the area of the clean transport zone. At the same time, it was decided to postpone the application of the fresh requirements for the residents of the zone, which would let holders of vehicles not complying with the emanation standards for more time to replace them.

According to the fresh plans, the region of clean transport in Warsaw will cover the following areas: the full districts of Śródmieście, Żoliborz and Prague North; practically the full Ochota (except for fragments from CH Reduta, Mszczonowska Street and the area of West Railway Station) and Prague South (except for Olszynka Grochowska: the area of the National Railway Station and nature reserve); most of Mokotowa (except outside the region will stay Sadyba, Stegny, Augustówka and part of Służewiec); and about half of Wola (to al. Primate Millennium).

This decision aims to reduce emissions and improve air quality in strategical areas of the city more effectively while allowing residents to adapt to the fresh requirements in a more flexible way.

The information provided concerns the introduction of the Clean Transport region (SCT) in Warsaw and details of exemptions and restrictions for residents depending on the age of the vehicle and the date of acquisition. It is worth noting a fewer key points:

  1. Exemptions for residents of the area paying taxes in Warsaw: Persons surviving in the area covered by the SCT who pay taxes in Warsaw are exempt from gathering the requirements of the region at the first 2 stages of the introduction. SCT rules for them will apply from January 2028.
  2. Restrictions for diesel and petrol vehicles: Persons who bought vehicles after the adoption of the resolution must adapt to restrictions from July 2024. After this date, they will not be able to decision around the region in diesel vehicles older than 18 years old and petrol vehicles older than 27 years old.
  3. Exception for seniors: Persons who turn 70 by the end of 2023 and were owners of their vehicles before the introduction of the SCT have an additional exception. Seniors gathering certain conditions shall be exempt without a time limit from the rules in force under the SCT.

These measures aim to improve air quality by reducing emissions from older vehicles, while introducing exceptions for residents paying taxes in Warsaw and seniors who own their vehicles before introducing fresh regulations.
