The strategy of the grey zone. This is how China coordinates civilian and military influence instruments

China does not gotta start a war to change the strategical situation in its favor. Maritime pressure, information operations, cyber activities, economical and legal instruments and activities of formally civilian entities can make a single strategy of gradual shift of the limits of acceptable action. The second part shows how this strategy works in practice around Taiwan: by normalising the presence of coastguards, quarantine scenario, activity of investigation units, cyber operations and economical pressures. Each single step may be besides tiny to justify a decisive answer. However, their sum can make a fresh strategical reality.
