Why did the Chief of State Jarosław Kaczyński go further than even Edward Gierek went further than the USSR?

The answer can be given only on the basis of my favourite conspiracy theory, according to which – first – you can not be in Poland, or at least it was not possible to be an effective politician, without being anyone's agent. Why?
