The attack was prepared by the Unmanned Systems Force and peculiar Operations Force units. The aim was to have an energy infrastructure of plants where the Su-25 assault aircraft are produced and upgraded, as well as guided air-to-ground missiles besides Raduga Ch-59 (NATO code AS-13 Kingbolt).
