During the Wednesday session of the Sejm, the first reading of the government's draft law amending the Posting of Drivers in Road Transport Act and any another laws took place. The changes presented are aimed at regulating issues related to the posting of drivers, which have become the subject of many controversy and discussion among Polish carriers.

Key problems of Polish carriers

Member Roman Fritz of the Confederacy pointed out in his speech 3 main problems that have been dissatisfied with Polish carriers since November:

  1. Limitation of Ukrainian carriers: Fritz stressed that there are crucial restrictions on Ukrainian carriers, which is simply a serious burden for Polish transport companies. In his opinion, these limits are 1 of the main causes of frustration in the industry.
  2. E-rail problems: Another problem Fritz mentioned is the e-rail strategy in force in Ukraine. Polish carriers were allowed to log into this strategy only after arriving in Ukraine, while Ukrainian competitors could usage the strategy remotely. According to Fritz, specified a solution led to a situation where Polish drivers spent long days in empty trucks, waiting for the chance to travel to the border, while their Ukrainian competitors were able to operate much more effectively.
  3. Low labour price for Ukrainian drivers: The last but not least crucial problem Fritz pointed out is the low labour price of Ukrainian drivers. As he pointed out, this is the consequence of unfair competition. In particular, as Mr Mulawa pointed out, this cheapness is due to the fact that Ukrainian drivers are mostly men of draft age, which makes them willing to work at lower rates to be able to drive around the European Union.

Controversy on the Speaker

During the debate, there was an incidental that caused controversy. Mr Roman Fritz, despite turning off the microphone by the talker of the Sejm, continued his speech. Marshal Czarzasta, trying to finish the discussion, reminded Fritz respective times of the time of the speech. After coming down from the platform, Fritz asked the marshal for the reason to turn off the microphone, to which Czarzasty replied that this was due to an overrun of the allocated time.

The proposed amendments to the Posting of Drivers Act aim to address any of the problems mentioned, but the debate on them shows how complex and controversial road transport regulation issues can be. Both carriers and politicians will gotta face the challenges of balance between competition and fairness in the transport industry.

Further work on the bill and possible changes to the task will be crucial for the future of the transport manufacture and its participants. Monitoring advancement will be crucial for all stakeholders.
