Grzegorz Schetyna on 20 August in Radio 1 criticized Matthew Morawiecki's thought to set up a deportation service for foreigners without the right of residence. At stake is not the very slogan from the improvement Plus conference, but the question whether Poland is to effectively enforce migration decisions and defend the safety of citizens.
Deportations returned to the center of the dispute
Grzegorz Schetyna in an interview with Radio 1 hit Matthew Morawiecki's proposals and the improvement Plus Club on migration. As reported Polish RadioSenator KO said he was shocked by the thought of deportation service and argued that a average voter "holds his head." It's a strong statement, but a weak consequence to a real problem.
Morawiecki presented his package on 18 August in Warsaw. The proposals included, among others, an individual immigrant account, a deportation alert, yearly worker visa limits and a separate deportation service. The point is simple: the country that makes the decision to leave the country must have the tools to execute it.
The State cannot be helpless
Schetina is right in 1 point: the external borders of Schengen and the European Union must be safe. but that doesn't solve the case of people who are already on state territory and have no right of residence. That's erstwhile the administration test begins. A decision without execution is simply a paper. A border without enforcement is simply a decoration.
Controlled migration, clear residence criteria and effective return procedures are in the Polish interest. We are talking about work for citizens, budgets, schools, the labour marketplace and safety on the streets, not contempt for foreigners. Western Europe has for years pretended that a large word on integration is enough. The effects of this experimentation are returning present in debates on crime, social tensions and expanding costs of maintaining social systems.
Poland does not gotta repeat another people's mistakes. She should survey them.
A dispute over a name or a real policy?
It's easy to make a name look stupid. It is harder to answer who is to effectively carry out deportations, at what time, for whose money and under what judicial control. If the current services can do this efficiently, the government should show the numbers and procedures. If they can't, they should be fixed. An outrage alone will not replace the state.
Morawiecki besides will not escape his own balance sheet. The opposition and the media remind that many abroad workers came to Poland during the regulation of Law and Justice and the visa strategy became the subject of a serious political dispute. So the right hand cannot limit itself to a fresh sign. It must show a strategy that separates honest work and legal residence from abuse, fictional papers and administrative gaps.
In this case, it's not the conference effect that matters, it's the outcome. Will Poland attract those who truly request the economy and at the same time remove people without the right of residence? Will it be just another country where migration decisions are in binders?
Lesson for the Polish Right
The Plus improvement Plan fits into a wider dispute on the right as to whether Poland should go through hard assimilation, control and limits, or through soft administration of migration pressure. National realism begins with designation of the fact: the state exists to defend the political community. Migration can be legal, temporary and subject to the Polish interest. It cannot be an component of which the administration only assigns case numbers.
Therefore, Schetina's attack reveals more than aversion to Morawiecki. It exposes the dispute over whether deportation after a final decision is simply a average instrument of the state or a subject whose elites like to fear. Poland needs little theatrical outrage in this case and more hard, verifiable policy.
