For many years the communist authorities both in Warsaw and Moscow argued that the PKWN manifesto was announced on 22 July 1944, which was just reflected by the Germans. In fact, however, the manifesto was signed on 21 July in Moscow, under the supervision of Joseph Stalin. Signatories of the paper to Chełm Lubelski did not arrive until a fewer days later, on 27 July.
