In the days preceding the publication of this text, the Warsaw police carried out mass checks under the name of the Operation “Safe Transport 2025”, which aimed to guarantee safety for passengers and road users. As part of intensive activities, officers checked, among others, the legality of transport for applications, the method condition of vehicles and the sobriety of drivers.
1883 interventions, 487 mandates, PLN 91,550 fines – this is the balance sheet of the shares “Safe Carriages 2025”
In the last fewer days, the capital police have made 1883 interventions in Warsaw, focusing mainly on the districts of Śródmieście and Ochota. As the Police office informs:
- 2781 people were identified,
- 2709 vehicles were analysed for method position and documentation,
- 1854 guide was tested for alcohol in the breathed air,
- the rights to drive and the legality of transport services have been verified.
As a consequence of police control:
- they have 55 registration documents,
- 21 driving licences,
- imposed 487 fines for a full of PLN 91,550,
- to 18 persons brought to court.

Special attention is paid to the legal residence of foreigners in the territory of the Republic of Poland erstwhile brokering transport of persons. As a result, she was besides specialised in activities Border Guard, which together with the police identified persons likely to violate migration regulations.
As part of the action, the 45 peopleof which 28 persons wanted, including citizens of Ukraine, Georgia, Uzbekistan and Armenia.
Security is the most crucial – what were police officers checking?
The primary nonsubjective of Operation “Safe Carriages 2025” was to:
- Verification of the holding of the applicable rights to the movement certificate (e.g. e-law, operator certificates),
- Technical condition of vehicles utilized for the transport of persons,
- The presence of the required vehicle marking and equipment (e.g. recognition plates as taxi or VTC vehicle),
- Driver sobriety tests,
- Legality of abroad residence in Poland.
Police mention to current judgments of the Court of Justice of the European Union, which item the request to comply with the rules governing transport activities in the VTC (Vehicle for Hire with Driver). According to the case law of the CEU, e.g. in cases C-434/15 Uber Spain or C-29/21 Transports del Sur SL, associate States have the right to introduce additional restrictions on transport operators to defend the public interest, the safety of passengers and road users.
Real sanctions, but besides prevention – how will action proceed?
Safe Transport 2025 is not a one-time action, but an component of a long-term strategy led by the police and another state services. As declared by representatives of the Metropolitan Police Command:
“The safety measures of the inhabitants of Warsaw and all those who visit our capital will continue.”
This means that drivers utilizing Uber, Bolt or another VTC services must be prepared for regular formal and method and anti-criminal checks.
Summary – what is the consequence of Operation “Safe Carriages 2025”?
The operation shows that the capital's authorities are taking decisive action on the safety of passenger transport. For passengers, this means more certainty that VTC's services are controlled by state institutions. For drivers, it is essential to comply with applicable laws, including Traffic Law, Road Transport Act and abroad residence regulations.
