The Kremlin expressly introduced a decree imposing on the Russians the work to receive mobilization calls and to join the military. If Russian citizens neglect to comply, they will first be restricted to civilian rights (e.g. driving, starting a business and taking credit) and then imprisoned in prisons or labour camps.
