Russia translates talks on the fresh START Treaty

Russia abruptly and without a reason postponed the planned talks of the Bilateral Consultative Commission on arms inspections under the fresh START Treaty - the US State Department reported on Monday. This was to be the first specified gathering in over a year and lead to the reopening of inspections.
