The "Shadow Fleet" consists of old, defiled ships, sailing under the flags of 3rd countries – most frequently African – and utilized by Russia to circumvent sanctions. These vessels sale Russian oil at prices above the set ceiling, usually without insurance, which means no liability in the event of an environmental disaster. The West, including the European Union and the United Kingdom, gradually includes additional sanctions.
The EU and the United Kingdom announced fresh sanctions on Tuesday against Russia, which are to cover further "shadow floats" ships.
