The launch of the rocket to an air target, even during wartime, should be preceded by certain procedures. The object must be: detected, identified, classified and possibly (!!!) attacked. "Ewentually" due to the fact that even tracking an "enemy" aircraft does not should be the same as issuing the command to open fire.
