Vladimir Miedinski was the head of the Russian delegation during the first circular of talks between Ukraine and Russia in Istanbul, which took place in mid-May. His words are quoted, among others, in the Medusa portal. Advisor Vladimir Putin stated that Russia is waiting for an answer and expects Kiev to give it "as shortly as possible".
There's been any confusion about the case. According to Volodymyr Zelenski, he is Rust Umierov, the head of the Ukrainian MON, called Miedinski and received assurances that Moscow would shortly announce its post on the ceasefire. Russian politician of Ukrainian origin, however, claims otherwise.

Miedinski said that he himself called Dyerów and proposed "the exact date and place of the gathering to exchange memorandums – a list of conditions for ending the war". He besides stated that Russia was ready to proceed negotiations.
Sergei Lawrow, Russian abroad Minister, later gave more details. He stated that the next circular of peace talks would take place next Monday, or June 2, in Istanbul. Lavrow added that Moscow then intends to pass on to the Ukrainian side a memorandum on the peace agreement.
– The Russian side, as agreed, rapidly developed the applicable memorandum, which defines our position on all aspects of the reliable elimination of the causes of the crisis," stated the head of the Russian MFA.
