According to the United Nations, panic broke out in the city, and thousands of residents, men, women, children and UN personnel fled to neighboring Rwanda. M23 spokesperson Lawrence Kanyuka wrote on Monday on platform X: “We call on all the inhabitants of Goma to stay calm. The liberation of the city was successfully carried out and the situation is under control.” The March 23 movement was formed in 2012 and is 1 of over 1 100 armed groups operating in the east part of the Democratic Republic of the Congo, where it seeks to control many mineral mines in the region. The group consists of Tutsi militants and argues that it is only fighting for the rights of the Tutsi number in the DRC.
