Objective of the proposed amendment
The intent of the proposed law is creating a permanent and comprehensive legal framework for coordination of skills policy at the level of voivodships. The regulation is intended to enable regional governments to have an effective and real impact on the form of the educational and training offer available in their territory, so that it is adapted to the needs of local labour markets and the challenges of digital transformation, green and the improvement of modern technologies. The task is besides intended to guarantee full integration of voivodship activities into national skills policy, including the Integrated Skills strategy 2030, and to improve the usage of national and European resources for the improvement of competences.
The amendment presupposes a change in Act of 5.6.1998 on Regional Government (t.j. Dz.U. of 2025 item 581; hereinafter: Sam WojU), extending the tasks of the local government in planning the improvement of the skills of residents and promoting the thought of lifelong learning. The draft besides provides for modifications to another government that are of an adjustment nature to guarantee consistency of the fresh regulations with the existing legal order.
These changes will make a statutory basis for functioning Regional Skills Coordination Teams, which will service as opinion and advisory bodies at the management boards of voivodships. The aim of the Act is to guarantee the sustainability of the solutions which have so far mainly functioned within the framework of temporary projects financed by European funds, and to increase their effectiveness in the planning and implementation of skills policy.
Description of the proposed changes
Extension of local government tasks of the voivodship
The task provides for the addition to SamWojU of regulations requiring self-government to include in the improvement strategy the goal of developing the skills of residents and promoting lifelong learning. This is to guarantee that regional actions are consistent with country strategical documents, specified as the country's medium-term improvement strategy or the Integrated Skills strategy 2030.
Regulation of the position and tasks of the Regional Skills Coordination Teams
The amendment introduces a statutory basis for the functioning of the Provincial Coordination Teams for Skills Policy. Specifies:
- scope of tasks of the Provincial Skills Coordination Teams, including opinions and recommendations on skills policy, strategical planning and education;
- the composition and working mode of the Provincial Skills Coordination Teamsby providing for the participation of representatives of administrations, education, the labour marketplace and NGOs;
- Procedures for issuing opinions and recommendationsto be the basis for decision-making on education policy in the region.
Real impact of Provincial Coordination Teams on the form of an educational offer
Regional Skills Coordination Teams will be able to give opinions on the relevance of training in circumstantial professions based on labour marketplace needs data. They will cooperate with provincial labour marketplace councils and supply information to the Educational investigation Institute to better match the educational offer to the needs of the economy.
Cooperation with stakeholders and between regions
The task involves the cooperation of the Provincial Skills Coordination Teams with public administration, NGOs and another actors active in education and the labour market. The exchange of experience between the Provincial Teams of Coordination on Skills Policy in different voivodships is besides envisaged, in order to enable standardisation of activities and better usage of proven practices.
Participation in the planning of European funds
The Regional Skills Coordination Teams will play a function in giving opinions and recommending ways to usage European funds so that funded projects respond to the real needs of local labour markets and support the improvement of citizens' competences.
Ensure the sustainability of the Regional Skills Coordination Teams
The draft law sets out the sources of backing for the Regional Skills Coordination Teams to guarantee their continued functioning and to enable long-term planning, regardless of the completion of interim projects financed by EU funds.
Legislative phase
The draft law amending the law on the local government of the voivodship and any another laws is in the process of government works. The planned adoption by the Council of Ministers is scheduled for the 4th fourth of 2025. The provisions must enter into force within the time limit for the implementation of the A43G milestone by 31.12.2025, in accordance with the requirements of the National Recovery and Enhancing opposition Plan.
