Putin did not agree to an unconditional ceasefire that would apply from Monday 12 May 2025. Ukraine and Western countries responded in 2 ways. First, on 11 May 2025, at a peculiar press conference, he proposed that the Kiev authorities should "reopen negotiations which interrupted at the end of 2022 and returned to direct negotiations" on 15 May 2025 in Istanbul. Later, he sent kamikaze drones to Kiev and another Ukrainian cities showing that he does not intend to interrupt the combat activities and wants to occupy even more territory of Ukraine.
