At the gathering of Heads of State and Government concluded on Wednesday, the Alliance members agreed that defence spending would be 5% of GDP per year by 2035, including 3.5% for "hard defence" and 1.5% for increased resilience and security, including through infrastructure and cybersecurity. This category will include direct contributions to Ukraine's defence capabilities, which are linked to the safety of allies in the declaration. Russia has been identified as a long-term threat to transatlantic security.
