The Association of global Road Carriers believes that the conflict with Ukraine has reached a point where only a gathering at the highest level of the authorities of both countries can contribute to uncovering a compromise. They stress that Polish carriers will proceed their protests until effective results are achieved.
On Tuesday, a press conference was held by an organization of Polish carriers: Association of global Road Carriers (ZMPD). His representatives appealed to current Prime Minister Mateusz Morawiecki and president Andrzej Duda to join the resolution of the dispute between Poland and Ukraine in connection with the protest on the border. They believe that the dispute has already gone so far that only a gathering at the level of the highest authorities of both countries can compromise.
At the same time, ZMPD announced that Polish carriers are planning to proceed protests at 4 border crossing points: Dorohusk, Korczowa, Hrebenne, Medica. Jan Ozigała, a typical of the carriers, recalled that in the case of Dorohusk they had consent to the protest by 1 February 2024. The carriers postulate, among others, the restoration of the strategy of permits to transport goods from Ukraine at the level before the outbreak of the Russian-Ukrainian War, erstwhile it was available in full 320 1000 permits, divided equally between Ukrainian and Polish carriers, although most of them, according to ZMPD, went to Ukrainians in practice.
In addition, Polish carriers request the removal of electronic queues for empty cars in the Ukrainian transport registration strategy (e-Czerga/e-Czerha) and want this strategy to be subject to global control.
President ZMPD, Jan Buczek, announced that the association had prepared a list of 7 demands which should be urgently implemented by the fresh transport minister. He stressed that the most crucial point was to address Ukraine-related issues. He besides committed to presenting a list of requests at the gathering of the infrastructure committee in Parliament, giving it to the applicable minister.
Also on Tuesday, the Association of Transport and Logistics Employers of Poland (TLP) published a statement, which states that unlocking the Polish-Ukrainian border cannot be the only goal of public authorities.
"Without solving the problems that are the origin of the protest, the social tensions associated with them will proceed to rise. And further waves of bottom-up desperation from endangered carriers can take increasingly extremist form" – noted in the statement.
The TLP suggests that the Sejm Infrastructure Committee should begin work on a "proposed interim bill" which, in accordance with the road transport agreement between the Union and Ukraine, would require Polish exporters and importers to guarantee that Polish road carriers have at least a 50% share in the transport of goods in trade with Ukraine. According to the organisation's proposal, the infringement of this work should be fined with a monetary punishment equivalent to 30% of the yearly value of trade in goods by the infringer. In addition, it was proposed that the Act impose an work to registry in the SENT strategy the transport of all goods transported by Ukrainian carriers.
We remind you that the European Commission is planning to impose a punishment on Poland in connection with the protest of carriers, while waiting to close the blockades at the border with Ukraine. If Poland fails to meet this condition, the European institutions intend to take repressive action against our country.

It is worth recalling that representatives of the European Commission have already participated in talks with protesting Polish carriers. As part of the proposal, it was suggested, among another things, to cover losses resulting from the abolition of the licensing strategy for Ukrainian drivers utilizing funds from Poland.
Transporters focused in the Union of Slovakia Carriers (UNAS) announced their joining the protest of Poles on the border with Ukraine. They decided to block the only crossing way for trucks between Slovakia and Ukraine, i.e. Vyzhne Nemecki-Uzhhorod, starting the protest from Friday, which will proceed until further notice. UNAS explains its decision with solidarity with Polish carriers.
It should besides be noted that next week, i.e. 4 December, a gathering of EU transport ministers is planned in Brussels.
Ukraine powerfully criticises the protest at the border, arguing that the Ukrainian drivers, who are waiting in long queues, are the most affected, and the blockade has a negative impact on the economy, inter alia, by hindering the import of LPG. Kiev maintains that the main demands of the Polish side are impossible. There are besides accusations of blocking humanitarian and military aid, which protesters and witnesses clearly deny. In addition, in the public space in Ukraine there are allegations of the actions of Polish carriers to Russia or their alleged cooperation with Russian services. It is worth noting that akin claims besides appear in Poland, mainly among the Ukrainian community and in extremist proukrain environments, including any journalists. Protests of Polish carriers proceed at the border from 6 November. Polish entrepreneurs complain about unequal access to the Ukrainian marketplace compared to the anticipation of Ukrainian carriers operating in Poland.
