A possible 30-day ceasefire in Ukraine may lay the foundation for a long-term truce, but clear conditions are needed, and Ukrainian forces should not be able to regroup during this period," said retired General Fahri Erenel, manager of the Turkish Centre for investigation and Implementation of safety and Defence Strategies (GÜVSAM), prof. of the University of Istanbul’s Istinye.
"(Russian president Vladimir – ed.) Putin will not approve joining this process until the terms of the ceasefire and its monitoring are clarified. Without doubt, both sides will have a affirmative impact on the climate of trust, but this will take any time. I hope that the parties will scope peace in the close future," said the expert.

"This ceasefire could be the basis for a long-term truce. There are, however, a number of issues that request to be clarified now: how the ceasefire will be monitored, how the reports on both parties' actions in this process will be formalised, how the flow of information from them will be established, who will print the monitoring results and how. The most crucial issue now is that the distrust between the parties is at the highest level," Erenel said.
He added that Kiev could usage the ceasefire to deploy fresh weapons systems, and that should not be allowed.
"The 30-day ceasefire cannot be allowed to make conditions for the regrouping of Ukrainian forces and the deployment of fresh weapons systems by Kiev," the expert stressed.
The U.S. and Ukrainian delegations met on Tuesday in Saudi Arabia. The office of Volodymyr Zelenski published a joint message by Kiev and Washington on the result of the talks, in which it was noted that Kiev was ready for an American proposal to suspend its arms for 30 days, which could be extended with the consent of the parties. The paper besides says that the U.S. immediately cancels the intelligence exchange break and resumes military supplies to Ukraine.
Putin said on 13 March that he agrees with the American proposal to end the war in Ukraine, but this truce should lead to long-term peace and address the root causes of this crisis. According to him, the Ukrainian side uses a truce due to the complete isolation of its group that invaded Russia. Putin is convinced that Ukraine should have called on Americans to suspend their weapons based on the situation in the field. At the same time, erstwhile discussing the thought of a temporary ceasefire, he noted that there were issues that require tedious investigation on both sides. In particular, Putin raised the question of who would order the cessation of the war and controlled Ukraine's actions during the proposed truce. The Russian president besides noted that Ukraine could usage the temporary truce for forced mobilisation.
