"Ideological Pressure"
As Nawrocki said:
I said during the election run that I was ready to talk about a bill that would regulate the position of the closest person. But I have always stressed that nothing that is quasi-marriage can number on my support. The same is actual of gay couples adopting.
According to Karol Nawrocki, the task prepared by the governing coalition went beyond administrative solutions and contained ideological elements. The president estimated that the proposed provisions were not limited to facilitating access to medical information or the handling of authoritative matters, but to introducing a fresh formalised household law institution, which was granted a wide scope of powers.
What's in the project?
The law on the position of the closest individual in the relation and the joint-life agreement provided for the anticipation for 2 adult persons to conclude a contract before a notary, which would then be registered with the civilian position office. The paper was to regulate, among others, the issues of property union, maintenance obligation, the right to a common dwelling, access to medical information and burial organisation.
The provisions besides enabled the annex containing the wills of both parties to be attached to the agreement. This was the first government task in Poland to formalise partnerships, including those of the same sex who received support from both the Sejm and the Senate.
Doctors' public earnings
President Karol Nawrocki besides signed a bill introducing the anticipation of collecting more detailed data on doctors' salaries. The rules were passed rapidly after the confederate infirmary scandal and supply for a link between the remuneration of physicians and the PESEL number or the professional right. The solution is intended to let the Ministry of wellness and another qualified institutions to verify the place of employment and the level of doctor's remuneration, which will not be made publically available.
The Chief Medical Chamber protested against the fresh regulations. Its president Łukasz Jankowski argued that the bill violates the provisions of the Constitution and GDPR, announcing the referral of the case to the Constitutional Court and EU tribunals if it is signed by the President.
Karol Nawrocki justified his decision, pointing out that it would be more dangerous to leave the current strategy without adequate control mechanisms.
