The solutions are enshrined in the draft Act on the activities of state authorities in the event of an external threat to State security. Changes in the safety environment, including fresh forms of threat from the Russian Federation to Poland and another countries of the European Union and NATO, were given as justification. According to the authors of the project, the request for changes in the organisation of the state defence authorities indicated a simulation exercise of January 2023.
