The President's message came 2 months after the first circular of presidential elections was annulled by the Bucharest-based Constitutional Court. At that time, Călin Georgescu was the highest score, who enjoyed only a fewer percent support before the election. Georgescu was accused of Russian interference in the run and of violating electoral law.
