No going back to JCPOA.

Following fresh statements, both Iranian and Western, of diplomats active in discussions on JCPOA reactivation, I get the impression that there will be no agreement with Tehran.

Since February, JCPOA talks have been suspended. In August, EU diplomats tried another effort at mediation by presenting to the Americans and Iranians the final content of a possible agreement. The Iranians partially accepted the EU proposal, however, demanding any changes in the content of the agreement – however, the Americans who believe that the first EU proposal already favours Tehran. Similarly, the French say that Iran will not get a better proposal.

On 2 September, a State Department spokesperson said explicitly that the Iranian consequence to the EU proposal is “non-constructive”. A fewer days later, the head of EU diplomacy, Josep Borrell, stated that while the first reception of the “EU proposal” was good in both Washington and Tehran, the chances of agreement began to decline in the following days.

The global Atomic Energy Agency (IAEA)'s message of 7 September, in which the Agency stated that “it is incapable to supply a warrant that the Iranian atomic programme is completely peaceful” was added to the fire.
