Prime Minister Mateusz Morawiecki during his speech in the Sejm stressed the government's deficiency of consent for illegal immigration and fees for unwanted migrants. The head of the Polish government besides spoke about defending the most sacred values of the Polish state and society in the face of the European Union's "migration pact". The solution imposed by the EU is simply a compulsion for Poland to accept thousands of illegal immigrants from outside Europe – people who do not want to live and work here at all. We care about the safety of our borders and Polish families – and that will not change. Since last year Poland has become a European humanitarian centre. Our society does not request to be taught solidarity. We have opened our hearts and homes for our neighbors.
Below is simply a full speech by Prime Minister Mateusz Morawiecki:

As Law and Justice, we know very well that safety is at the top of the catalogue of values that guide us. safety must be the key point we deal with, due to the fact that safety is the basis – financial security, border security, street security. Therefore, present it is worth recalling these safety data. 96% of Poles say they feel safe in their area. They feel safe Polish women, Polish women, due to the fact that we took care of the safety of Polish women and Polish children.
What about the situation abroad? Let’s ask your friends, friends (how individual has) in France, Germany, Sweden or even Italy. Well, in many of these cities, beautiful cities – Paris, Marseille, Rome or another cities, the cities of the north – Stockholm, we are dealing with horror districts – burning tires, burning cars, women are afraid to go for a walk in the evening – this is the situation in those countries. They besides know present that they have made a dramatic mistake.
But how did the Civic Platform behave? Let's recap this. Here is the Sejm today, not the Bundestag – we all have the right and work to vote in favour of Poland's interests. In July 2015, “we will accept 2 thousand”, shortly after – September 2015 – “we will accept 7 thousand” says Mr.Trzaskowski, then the minister in the government of the Prime Minister Kopacz. But 2 months later, a government spokesperson at the time said they would accept virtually any number. That's what the Civic Platform said back then.
Dear fellow countrymen, something else has happened. We blocked that illegal immigration. Why? due to the fact that president Jarosław Kaczyński then, highlighting the highest value of the safety of Poles, defended (yet in opposition) Poland before this illegal wave. Let us remember, who does not care about his own interests, the interests of Poland will gotta defender the interests of abroad countries. That is why present we stand here with this resolution to remind the big, terrible mistake. Today, many European Union countries admit that this was a terrible mistake. The fatal mistake facing you present is Chancellor Angela Merkel and her faithful assistant, faithful ally Donald Tusk. This is the face of that terrible mistake, because, unfortunately, Mr Donald, 1 must know when, in the interests of the Polish state's right, 1 must sometimes tell his allies “Nein”, not just “Danke” or “Spasiba”.
We Poles know precisely what compassion is, what solidarity is. No 1 will teach us solidarity, and in peculiar Germany will not teach us solidarity. It is simply a paranoia to have the Germans liable for specified crimes, who should pay us reparations, present inactive have the nerve to call for solidarity. It's not a migration pact, it's a dictatorship. This is simply a dictatorship that aims besides to change Europe culturally. Let us be honest here – it aims to destroy, to rape the European structures of the past. I see this clearly in many another countries of the European Union. It's happening.
There is neither our approval nor illegal immigration, nor any payment for unwanted migrants. We won't agree to that. I will besides draw attention to what president Jarosław Kaczyński said, honourable Members – you from the Civic Platform, especially those in the European Union, know perfectly well what the discussions are going on there on the admission or non-acceptance of refugees, and what is truly the 22 000 euro versus the money that we have received to support refugees from Ukraine. It's actually discrimination, although there's a much stronger word for it, and you can tell yourselves what it is. Our Ukrainian neighbours should besides review and remember how the European Union treats Muslim immigrants from North Africa or mediate East versus migrants from Ukraine or refugees from Ukraine.
This is not due to the fact that there were specified voices here earlier, that it was Poland that was someway treated badly. Nope. This is simply a large discrimination against all countries, the full flank of east Europe, which opened their doors – Czechs, Slovaks, Hungarians, Lithuanians, Latvians, Estonians, Romanians, Bulgarians – they all got about 100 € each, I already circular up, aid for 1 refugee. What is it, the European Commission? We will not be dictated by Commissioners from Brussels or Berlin, what to do and how to defend our borders.
Our borders are sacred. That is why today, as I agree with the voices of any speakers here, including the opposition, including the Confederation, that it is the external borders that must be protected. We have stressed this for 8 years – they must be effectively protected. As in June 2018, effectively, being a minority, we blocked this madness, this nightmare mistake of the tandem Merkel – Tusk. Tuska, who blackmailed, who threatened with consequences, who called for us to plan rapidly and precisely erstwhile we would welcome these refugees from the mediate East and Africa countries. There will be no blackmail. We are determined to defend Polish sovereignty, to defend Polish security. And the Citizens' Platform, the Citizens' Coalition, I would like to say this: ladies and gentlemen, the anti-government opposition is democracy, but the anti-state opposition is simply a disgrace.
That is why I call on everyone, and I call on the full advanced home to vote for this resolution, which will unequivocally condemn this full pseudo- pact, the dictatorship of the European Commission. We don't agree to that. Even if we are yet voted out, the Law and Justice is the only warrant that our borders will proceed to be safe, and women and children will be able to walk peacefully in the evenings, not as it is today, in Western European countries. We're just focused on safety and sovereignty. On the highest values in the catalogue, in the Decalogue of Polish Value. Therefore, we will stay very determined to defend these values. Poland, thanks to the Law and Justice, will proceed to be safe, white-red and a strong state.
Statement by president Jarosław Kaczyński in the Polish Parliament
The Law and Justice Club will, of course, support this resolution. Why? In particular, the decision of the European Union confers on Polish sovereignty. And besides in the sovereignty of another European countries. This is the most crucial issue here, and the issue that is at all present is the subject of a much broader (and not only this) dispute, which will find the future of the European Union, will besides find our future, our decisions. This is the number 1 point.
This decision is besides contrary to the Treaties. I would remind you that in 2018 this case was to enter, in a affirmative sense, the conclusions on the opposition of 3 countries of Poland, Hungary and the Czech Republic. She didn't come in, which is how she was misjudged. Now he's coming back. In short, the stabilisation of decisions is besides undermined here. This is something that concerns the European Union (it is 1 of the elements of its crisis), but of course it besides concerns Poland. It is hard to act in an organisation where decisions are constantly changing – even those which, from the point of view of the Treaty, should be final decisions.
There is besides another consideration that must be considered very important. This is simply a consideration relating to certain contexts of this decision. Well these contexts, that's all that happened in Poland after the outbreak of the war – after Putin's attack on Ukraine – we accepted respective million refugees. 1 could say that it is simply a permanent 1 and a half, 2 million or a million 2 100 [thousand people] (let us not argue about facts at the moment). In any case, if you multiply this by EUR 22 000, it will be between EUR 20 and 30 billion. As for the aid we have received, it is (already with a very good count) EUR 100 per capita. This is simply a mockery from Poland. This is discrimination. This is discrimination that's highly insolent.
That's why we won't agree to that. The Polish people do not agree to this either. This must be the subject of a referendum. This case must be the subject of a referendum. We'll organize the referendum. Remember that. Poles must talk on this matter.
